The chance to get a Fairy Tale Page is totally random. The mechanics of this system is working as intended and there are no plans to adjust it anytime soon. You will just have to keep trying. You can get really lucky and get a handful of these pages at once. Some players report getting better results by using one or two crystals at a time and if the first five tries have no Fairy Tale Page, then they would stop and try again at a later time.
